I currently ride a Fish 133 and have no problem going HS w to w in to the flats. I have some trouble clearing the TS and going to continue to work on my form to do so.

Would like to get the TS roll and Scarecrow down, so need more TS distance

Should I start looking for a board with less pop to get more distance or work on technique?

iv never ridden the fish but i heard that it is hard to learn to get a progressive sdge with it, i dont think you need to get a new board though, just practice
an instructional video could help to

Not that I am anywhere near doing TS rolls or scarecrows, but when the water is calm I feel like I can edge better with my fish than with any of my other boards. So I wouldn't think your board is the problem, but I could be wrong. Like I said, I'm nowhere near that level of riding...

Technique, no question about it. Using a different board as a crutch is only going to hurt you later in your progression.

I couldn't have said it better myself.
