DIY Board Racks Mounted on Boat

Since the weather is freezing here in Ohio, all I have been able to do is think about the upcoming summer. The problem that I have is that we have too many boards scattered around a boat that is too small. I would like to get a tower, but the boat is my uncle's, who doesn't like the idea, and I have no money for a tower. I saw the Monster Tower Wall Mount and was wondering if you could make something that would mount to the side rail of the boat and have the board racks just come off of that. I saw a similar thread, but wasn't able to view any of the pictures. If anyone knows what I am talking about, please help
