I made one a few years ago. I used a 1200 gph Rule pump and some clamps and fittings from Home Depot. When it was all said and done I spent around $40, BUT my homemade pump pumped much faster than the typical yellow Mayfair fat sac pump that you buy for $69. To me, this is still the way to go...yeah I'm sure you could gin up something from HD parts and a bilge pump but hey, these things are pretty cheap and if you watch your hose sizes, fairly effective...I get fill times under 3 minutes...
