Winch Idea - Engine setup?

So I have a 5.0 HP lawnmower engine I'm planning on using for a winch some friends and I are building this winter, but I may be going for a 6.5 HP motor at 4500 RPM. A couple Q's:

-Are those enough horses to pull a wakeboarder or a snowboarder?

-Is a throttle used?

I have next to no knowledge about how these things work so a good explanation would be great.
