The government will not require recorders in autos but said on Monday that car makers must tell consumers when technology that tracks speed, braking and other measurements is in the new vehicles they buy.

The National Highway Traffic Safety Administration regulation standardizes recorder content and sets guidelines for how the information should be disclosed. It also requires recorders to be more durable.

Privacy experts complained that consumer interests are not fully protected and information captured by recorders can be exploited.

Safety experts, consumer groups and insurance companies have long pressed the agency to mandate recorders in cars, but industry has responded voluntarily in recent years. About two-thirds of the new vehicles now produced each year contain the device that is connected to air bag systems. General Motors (NYSE:GM - news) equips all its vehicles with recorders, a company spokesman said.

Regulators sought on Monday to set basic standards for their use, saying that uniform safety data will help make future auto safety regulation more precise.

Automakers have until September 1, 2010, to comply with the notification and other requirements in the new regulation, if they choose to equip their vehicles with recorders.

The rules governing auto recorders, which are similar to the "black boxes" that store information about mechanical flight systems on commercial airliners, are intended to give law enforcement, emergency medical personnel, auto companies and safety regulators a minimum set of mechanical measurements in the seconds leading up to and during a crash.

Under the new rules, auto recorders must track vehicle speed, acceleration, and deceleration, braking, steering and some air bag functions. In some cases data on vehicle roll angle, steering inputs, and passenger safety belt use will be recorded.

Privacy experts criticized the decision to use the owners' manual to notify consumers that the vehicle contains a recorder, arguing that many people do not look at it. They also raised concerns that data could be misused for legal or insurance purposes.

"They basically punted on the privacy issues," Jay Stanley, a privacy expert with the American Civil Liberties Union, said of the NHTSA regulation. "This is a technology that is powerful and rapidly advancing and we need to bring our laws up to date."

Rae Tyson, a NHTSA spokesman, said the owner's manual is suitable for notifying consumers and stressed that recorder information is private property that cannot be downloaded without permission of the vehicle owner.

Tyson said most privacy concerns should be addressed by the courts and Congress, not by NHTSA.

No way... invasion of privacy IMO. Black boxes are used on planes because, well duh... if you crash you're basically dead and because it's mass public transportation - not your own personal automobile. Put em on buses, but not my car... the speed limiter is bad enough! Wink

How about banning cell phones in cars!? Especially for women.

ontrider, Why women? That's discriminatory. I see as many guys on cells phones here as women,
Hands free is the way to go. Either link via blackberry in car or earpiece.

Just so you know, these have been around for about 10 years. If you have a newer car, you most likely already have one.

F*ed up, IMO. One step closer to 1984.

Because women can't drive to begin with and get way too engaged in their phone conversations. If you think it's so discriminatory you should pay the 'male rate' for your car insurance too just to make sure everything is equal. Obviously it's not everyone, but women on phones are much worse, just admit it.

Although I worry about privacy, it would be nice to see some of the bad drivers get specific data that says "you suck!" written all over it.

Although they'd probably give me a bunch of crap for speeding. This would suck if it fell into the hands of insurance companies. geesh

What's there to admit? I have no tickets for moving violations or accidents for the past 20+yrs.
You should try paying the female rate of health insurance.

I voted for Geriatric. Those people scare the crap outa me - more so than ignorant idiot housewives driving H2's while talking on their cell phones, serving junk food to the kids, all the while changing DVDs of "Barney Goes to a Southern Baptist Church" or "Dr. Doolittle 5 - Revenge of the Squirrels".

GPS enable those old farts. And while you are at it, do some remote control stuff - HEY OLD MAN, YOU DON'T HAVE TO STOP TO MERGE INTO TRAFFIC. NEXT TIME TAKE THE FUGGIN BUS!!!!!!!!!!!!!

looks like when i get my older vehicles done i'll be driving them for the rest of my life. you can't track data on a car, truck, bike, or boat that doesn't have a "black box."

Yes, but those black helicopters full of UN troops that constantly circle over your compound can still track you.

Some manufacturers already use "black box" information (just data from the cars ECU) to evaluate warranty claims. They've been doing it for years.

You are correct that I can't admit you're right, since I don't have balls. I have ovaries Wink

Health insurance isn't a right in US it's a benefit of having a good job.

I wouldn't mind having a black box in my car, only on one condition, it couldn't be constantly collecting data, I would want it tied into an airbag sensor. I could see it being used for accident reports, it would end some of the arguements, like rear endings.

It provides limited info at best - it doesn't visually record record the action around the car at the time of impact.

And if you think this isn't a slippery slope to getting a ticket in the mail a week after you were speeding you aren't paying attention.

I'm just thinking if you were able to compare speeds, braking, possibly distance... You would be able figure out if someone actually cut in front of them or they were just stupid.

I also wouldn't want any sort of wireless data transfer. If someone wanted to see the data on it, they would have to plug in.

And speaking of tickets in the mail, they had photo enforced streets in WA about 5 years ago, then they ruled them illegal. I'm not sure if thats just Washington, but it seems like it won't be changing anytime soon.

Laugh Damon, I see what you are saying. What I am saying is that data is only good in a certain % of accidents.

As far as the photo enforced streets, that goes on ALL OVER. The law will go back and forth over it, but they are plenty legal all over the country. The way laws become illegal is by someone fighting an existing law - that means planty of people will go through undue BS before a bad law gets repealed.

That's overly paranoid IMO.

-Big Brother would have to prove that you were driving (countries with photo radar already have issues with this)

-Big Brother would have to prove where the alleged transgression occured (incorporate GPS perhaps, which isn't considered in the new rules) and also prove that you were going 55 in a 25 zone rather than 55 on the freeway, or 138 on a private roadway.
