| phantom, its not really a matter of recycling the cigarettes. But keeping them off the ground, if they bring them back to get there money back, then the butts will be disposed of properly, and not end up polluting the surrounding area. If you ask me, moose has finaly come up with a good idea.

But in grand scheme of life , recycling/refuse collection costs money. If there's no money to be made then there's no reason to waste the effort.
I understand the concept, don't get me wrong. Someone may be collecting the money, but who's dishing it out?

| phantom, we tax the ciggerrette companys enough why not just through on another tax. Or you can make it a deposit type thing.... you pay 20cents extra for your packs, but as long as you bring your butts back, you get that 20 cents "back" to be used towards you next pack. In a way its just a way to trick everyone into thinking they are getting a good deal.

Don't see that happening. Newspapers,(plastic, aluminum cans all have CRV's & taxes attached).
How many recycling bins do you see on a daily basis? Does you city/town/community have recycling bins for each house hold? These are prime examples already.
Why don't people just be responsible and clean up after themselves? Simple concept.

BTW my hometown (Sacramento) has seperated trash cans at each house. One for recycled things one for other trash and a third for yard waste.

| in my area, every house has 2 recycle bins, one for paper and one for plastic that they pick up on a weekly basis.

We have separate bins for recycling where I live, weekly collection and an 87% participation rate.

Just think Ryan, if this actually happen throughout the entire country it wouldn't be an issue, but it doesn't.
NYC recently decided to stop with it's mandatory recycling or something to that effect since it wasn't cost effective.
Having lived in Galveston Tx in '94 there were no mandatory recycling programs.
Here in Central FL I have to search for a recycling bin/center. Again No mandatory recycling from my inquiries.
Cities differ in CA when it comes to recycling.
I can just imagine all the snide comments from someone getting a ticket for littering. I'm sure you can as well....
