ok so I scan them and like the developing fluid is still on the negatives...is there any way i can "wash" this off?

JamesWatts, have you tried runnning the negatives under tap water or distilled water while lightly rubbing the negative with your (clean) fingers, then hanging it to dry in a dust free environment? Give that a shot and see if it works. It's much easier than trying to remove those smudges after the scan.
What kind of scanner are you using, and do you have Digital ICE turned on?

if they're on the substrate/medium/whatever side they should come right off with water. if it's on the emulsion side . . .
i'm going to HESITATINGLY suggest soaking them in water for 10 minutes, buying photo-phlo, squeegeeing with your fingers, then hanging them to dry. i have no clue how the C41 process goes, so i would probably call up a decent lab and ask for help?
try isler's approach then call a photography store in your area if that fails. |

| aceyx's advice is correct. Soak the negs in CLEAN water then run them through PhotoFlo. It's very important to make sure they hang to dry in an environment without dust, otherwise the dust will stick to the negs like a magnet. |

before you try what i said, call a lab. C41 may react very adversely to photo-flo.
if you got these done at a mom&pop, they're probably willing to take care of it for you. |
