the outher day there their was an oil spill in connecticut, the oil from this spill was mostly contained but some has ben starting to wash up on my beach in long island, any one know who i should call to get it cleaned up or what i can do about it myself?

Contact your local state police department and report exactly what is happening. They will make sure the responsible party cleans it up.
