When my board floats on the water it is tilted to its heelside. Does this matter? It feels ok when I'm riding.

No it doesn't matter. If it were floating equally then your toes would be hanging off the board.

its probably because your bindings are shifted slightly towards that side of the board and they may be heavier at the heels and top heavy.
