So if Assad's regime violates the Geneva Convention with a gas attack and one of the rebel factions violates the Geneva Convention by executing POWs and civilians, are these offsetting penalties?

Yes. By rule, if two parties commit offsetting penalties, then they must replay the down. However, if one party commits multiple infractions, then they must replay the down. This is not to say that one penalty is worse than another, but they do offset and the play is null and void. Please reset the game clock to 2:21 and move the line of scrimmage back to the 42. The clock will begin again on my signal.

I always like to follow the money when thing like this happen. I couldn't figure out why Syria is / has been so important for years. From what I understand, they control a huge pipeline infrastructure in the mid-east. Russia / China like Assad because he is friendly towards them. The US and our Arab allies want some one new (just not sure who this is).

I have no idea if this is accurate or not. So far, it is the only money / power trail I can think of.
