hows the wake on a 1996 Tige pre2000wt

Hello,

I was wondering if anybody had any input on a 1996 Tige pre2000wt as a first inboard? There is one on my local Craigslist and the guy is asking $6400 but really wants to get rid of it so i could probably offer him $4,000 or maybe a little more. any ways the boat has perfect pass and some ballast (he doesnt specify how much) as well as a wakeplate and a tower. however it does need a new steering cable so it is not test drivable. My main questions are, is it a big deal not test driving a boat as long as i hear it run? also would this boat put out a good wake? it has a 351 mercruiser, is this a good/reliable engine? also he says that there is a $1000 dollar lien on the boat, would he pay that or would I? He posted a really weird ad so no one could find it when they searched but my obsessive compulsiveness found it (: also the ad expired so i cant post a link sorry.
