Boat rub rails...

So I bought my boat a few weeks ago and I got the outside looking really good except the rub rails which look like this

I guess the previous owner decided it was a good idea to silicone the whole thing
I cleaned up a little bit of it but it's taking me hours and it's looking pretty good


Now I want to know if there is any easier way to clean this and how should I re-silicone it to get it to keep out water but not look like crap again. I tried finger nail polish remover but it didn't help. It only comes of may peeling it up by hand. Thanks
