While it's not absolutely necessary, it would be nice to have a boat that already has a tower on it and its own ballast system. I really don't want to spend more than about $15,000 on a boat (preferrably $14,000). Can you get a decent wakeboard boat with an electronic, built in ballast system and a tower for that much money?

I'm going to guess not. If you're talking $14,000 probably an early 90's Mastercraft without tower, or a Malibu Euro with tower. As far as ballast, these boats will need fat sacks, and not have built in ballast. You can plumb a couple of Simer pumps and have hard plumbed pumps.
