I guess that would depend on what price range you're looking for. _________________

Anything sold as a wake rope will be non stretch. You might still see some low stretch ropes that I've used and can't really tell the difference, but you can get a decent rope and handle combo for around $60 I think. Just know that the handle won't be that great if you buy them together.
A quick search pulled this up. It's actually the same rope and handle I was talking about. They call it moderate stretch, but I never noticed any real recoil from it when a rider goes down.

If you have a handle that will work, I'd recommend just buying the rope for now. Then we you get some more cash, find a handle you like. In the end, you'll get what you want, and spend less money in the process.
Something like this is in the range you mentioned, but if you can spare an extra $10-$20 you can get one from a better manufacturer that likely will outlast/outperform this one. I'm not big on the straight line products, and I've learned to swear by spectra. I spent over thirty minutes trying to cut through the spectra line on my handle with a key, don't ask why. Point is, they're pretty tough.
