are there any lakes that have jumps/rails/boxes for wakeboards, or are there only cable parks, if there are, what is the closest one to northern california?
The Delta doesn't have a specific place with rails etc. Occasionally people will build a couple things and session them, they eventually succumb to the tides/rollers. In CA there is no good place to go hit rails, we have no cable park. Basically the only thing remotely close is Villa Logos outside of Chico. Pretty sure its a private lake and you will need to be "in the know" to get a ride out there. They also hold INT events there in the summer.
Rumor has it that cables are in the works for San Diego and Fresno. Until then its all about building a rail and seshing it til it dies.
