i dont know what made me think of this but my dad has a 15 hp engine. the the button to turn the engine off doesnt work, he replaced the part ant it still doesnt work. the only way to shut off the engine is to pull out the choke.
if you know whats wrong i wont be able to try it till spring but it would be nice to know whats wrong.
