laptop touch pad

I have an entry level Dell. On the right edge of the touch pad there is the scroll up/down. I have the computer set to hibernate when I close the screen. When I open the lid and press the power button, everything starts up normal, but when I try to use the scroll up/down edge, it doesn't work (most of the time). If I were to shut it down completely or restart, it comes back fine.


I don't know why it does this and it is really irritating using the arrows or page up/down buttons. Any ideas/help?
