Swim Platform for I/O/Fiberglass process help

Anybody know how to make a swim platform form that is fiberglass? Would you start with a circular shape that is has the center cutout? Then wrap it in fiberglass?

I am mainly looking at the fiberglassing process. Anybody have any instructions of how to do this?
