It also only appears to work when you start with a new instance of Notepad.

Joke or not, the bug itself is quite real. And as a programmer, I find it rather curious.
Do I think that it really has anything to do with the President, or has some secret meaning? Um, that would be a "no". It's a software bug. News flash: they're going around these days, and dang if it doesn't seem like every piece of software out there has them...
