Make a new document. Open up all of your pictures, they should appear in new different windows, thus creating all new files. Take your black arrow and drag them all 1 by 1 into the main page, this will create a new layed for each picture. Per picture, click on its layer, and press Ctrl+T, this should bring up sizing, hold shift, and make it smaller with your arrow from the corner. Then click enter, and reposition it with your black arrow. Sorry If it's confusing, It's the only way I could explain It. Neutral

File>automate>contact sheet

at least that's the easy way to do it in PS CS.

You will have the images on different layers, so click the layer of the photo, press Ctrl+T, and it will bring up bracket things around it to resize, resize it to the size you want, and press enter.

What I mean by the main page is the 8.5 x 11 window, drag all other pictures from other windows onto It.

If you want to manipulate the images after the fact then uncheck flatten layers and use David's technique.
