Pic resizing

I am using a basic picture editing software. came with my XP. but, when I make a picture smaller it makes the size of the file bigger. is this because it is a more concentrated pic now? I was trying to get the image 5 pixels less in width but still meet the memory requirment for an AIM icon. but I had had troubles with this before..

not important anymore got something else to work, but just for further reference

If you haven't already, try saving it as a .jpeg file. It will lower the quality, but at the same time lower the mem. requirement.
