Graphics help.

I dont know enough about photoshop and graphics and such to do this. But my company logo is very low quality and was done on paint a long time ago. Does anyone know how at least to the that outsid ring, with the fatter and thinner the way it looks. I've got PS CS so I figured that would be plent, and also Fireworks.

Any help would be appreciated. Thx.
