X-30 ballast and throtle tightening

I have a new X-30 and the starboard ballast pump quit on me. I got back there and checked it and its completly dead its like fuse blew. I switched the port and starboard power wires and the port worked fine on the starboard power wire and yet the starboard pump still doesnt work. Sometimes it tries but its not getting much. I contacted boat town who i bought the boat town but they took three weeks to get out here and fix it last time. Im pretty mechanicly inclined but dont know where to start. I dont know where to look for intake problems or if running a drain snake through there will tear a hose. Can anyone help? The throtle keeps coming loose and when boat town comes out to tune it up they get it good I did my ususal tune up on my old boat and could get it to where the throtle was smooth, it just feel like im missing a step and could get it working better. Anyone know the steps in tuning a throtle cable on this boat?
