Who has the ability to lock and rate topics? Is it the moderators? What warrants a topic to become locked and who makes the determination on how good a topic is? I have seen some locked topics that I thought should have continued and some that were rated as not good when I thought they were ok and they had plenty of replies. Just curious to find out who has "The Power". Don't know if this is the right forum for this but since I'm new looks good to me.

1.the moderators and site owner can lock and anyone can rate a topic.
2. refer to one.
3. it starts becoming "bad." people verbally attack each other and nothing else useful is being added.
