To VLX Wakesetter Owners - Silly Question

My friend has just purchased a 2002 VLX Wakesetter.

We were having a look under the hull last night and there is a little silver scoop and two silver round holes close to the scoop leading into the boat. What are they for? Ballast entry and water intake for engine I am guessing?

Also can you fill the MLS when the boat is moving or does it need to be done when it is stationary?

And finally, next to the exhaust outlets there seems to be two plastic speedo points, one on each side. Why two?

I hope this does not sound to dumb.

i am thinking it has two speedo points because it had 2 speedometers before they would've put the perfect pass in...either that or if it averges it out somehow in the computer to the one....but i think i was right on the first one...not totally sure because i don't pay attention to those things
