Of course. All you need to kite is some open water and about 12mph of wind. Its illegal though at alot of lakes so make sure you check into it first. Also winds tend to be gusty on a lake vs. an ocean so that makes the riding more difficult, sometimes impossible.

I wouldn't worry about the legality of it unless you live in Cali. When I lived there you had to worry about it but here in Texas any lake is fair game as long as you use your head. Still though I would look into the activities allowed on the local lakes first.
