I ran a search and got some helpful info but have some more questions...
1.)Do I need to prime or can I just sand it down good and do a few coats?
2.) What should I use for clear coat? Can I get a link?
3.) I was thinking of making some stickers to go on my board. How/can I do this? Like I could make a graphic on MS Paint and print it on adhesive backed paper but that would melt in water. Could I clear coat the paper?  Or buy some special waterproof paper? Any other ideas?

I haven't really done this kind of stuff, but if you ask on wakeskating.com I know there's a few guys on there who can help you... Vance is good at this kinda stuff

I didn't prime mine. the clear I got was right next to the spray paint at OSH. Its clear acrilyc. here is a couple of pics

smlparksguy133, found a pic online, blew it up in paint, printed it out, taped it on some cereal box cardboard, cut it out with an exacto knife.
