IMHO, it isn't really.

Skiing, while as easy to learn is only enjoyable at first due to the 'new' sensation. If you do not progress to slalom, then hard core slalom, the fun can pale quickly. It is a more technical and demanding enterprise. More demanding in that one minor momentary lack of concentration can cause you to miss a bouy or go ass over appetite.

Wakeboarding, is also easy to learn. Again, if you don't progress it can also pale. It can be more fun for the recreational person due to the higher number of tricks at a more forgiving speed. Even basic wake hops are more fun and the crashes, at a beginner and intermediate level are more forgiving.

I do believe it's more popular at the beginner and intermediate level due to the very fact that it's easier and more forgiving.

If you look a the pro circuits though. There are a greater number of pro skiers competing and winning than in Wakeboarding. Wakeboarding seem to be a top 6-8 person competition where skiing at the pro level seem to be like top 20-25.
