Three San Antonio Police Department officers were arrested Thursday on charges including aggravated sexual assault, compelling prostitution and official oppression.

Officers Aaron Alford, Alejandro Chapa and Emmanuel Galindo were taken into custody by the Live Oak Police Department following a months-long investigation into complaints filed by women who said they were duped into having sex with the officers.

The victims, who have not been identified, said they were approached by the officers at an area bar. The men asked the women to participate in a supposed investigation they were conducting.

As part of that investigation, the women allege the cops had them sign a contract agreeing to have sex with them. The officers told the women they would be paid, but they never were, the victims said.

SAPD Sgt. Javier Salazar said the uniformed officers were impersonating members of the vice unit and that the investigation they told the women about never existed.

Quote:
"(The victim) told Alford through text messages the job required her to work as an informant with undercover law enforcement and federal agencies. Alford also told her the pay would be anywhere from $25 to $1,500 an hour and up to $5,000 a day," the document said.

“Based on the way they were presenting it, it was very ambiguous and for a reason so that way it didn’t allow for a good understanding on their part of exactly who it was they were dealing with," said Live Oak Police Chief Ken Evans.

The woman told Live Oak police investigators she was put into contact with another man who set her up to meet with a third man. She said that man told her her job would be "catching terrorists." He told her he needed to perform a series of tests -- from drinking alcohol to having sex -- to "see how comfortable she could get."

Quote:
In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens or having consensual but prohibited on-duty intercourse.

Quote:
"It's happening probably in every law enforcement agency across the country," said Chief Bernadette DiPino of the Sarasota Police Department in Florida, who helped study the problem for the International Association of Chiefs of Police. "It's so underreported and people are scared that if they call and complain about a police officer, they think every other police officer is going to be then out to get them."

Quote:
Victims included unsuspecting motorists, schoolchildren ordered to raise their shirts in a supposed search for drugs, police interns taken advantage of, women with legal troubles who succumbed to performing sex acts for promised help, and prison inmates forced to have sex with guards.

The AP's findings, coupled with other research and interviews with experts, suggest that sexual misconduct is among the most prevalent type of complaint against law officers. Phil Stinson, a researcher at Bowling Green State University, analyzed news articles between 2005 and 2011 and found 6,724 arrests involving more than 5,500 officers. Sex-related cases were the third-most common, behind violence and profit-motivated crimes. Cato Institute reports released in 2009 and 2010 found sex misconduct the No. 2 complaint against officers, behind excessive force.

Cop shows up drunk for his Mothers Against Drunk Driving award

A Florida deputy who was being honored by Mothers Against Drunk Driving was too drunk to pick up his award at a banquet last summer, according to a new Pinellas County Sheriff's Office investigation.

WFLA reported Thursday that the 274-page internal affairs investigation found that
Michael Szeliga packed a bottle of Jameson Irish whiskey in his patrol car before driving to the Hyatt Regency Pier 66 Hotel in Fort Lauderdale, where he and two fellow officers were to attend two days of DUI law enforcement training.

MADD was to give Szeliga an award for making more than 100 DUI arrests, but when he arrived for Friday night banquet, he was in no shape to mount the podium in front of 200 invited guests. A witness described him as staggeringly drunk, according to the investigation.

Flagged by Gulfport Police Chief Robert Vincent, who told Szeliga's supervisor that his deputy was "wasted," Szeliga was ordered back to room without receiving his award.

The investigation found that:
— Szeliga and two other deputies attended the morning session of the mandatory DUI enforcement training, but left after the first break for a few whiskey and Cokes before heading to the pool. Szeliga said one of the other deputies had brought a bottle of Crown Royal.
— The deputies went swimming. Szeliga played the "cornhole" bean bag game while downing Jameson cocktails.
— Szeliga and his deputy roommate were dressing for the banquet when a fire alarm sounded. A Pasco County sergeant reportedly saw Szeliga in the hotel hallway wearing "nothing but boxer shorts." He told Szeliga's supervisor, "He was pretty drunk when I saw him."
Szeliga given a one-day paid suspension. He now works as a detective in the sheriff's crimes against children unit.

odd, no mention of a weapon just yet...

Police: Naked man charges at officer before killed in Northeast Austin

1:15 p.m. update: The man shot by police Monday in a Northeast Austin neighborhood has died at the hospital, police said.

The man, who was not wearing clothes, was charging at an officer before he was shot, Austin police Chief of Staff Brian Manley told reporters near the scene of the shooting.

Before the man was shot, police responded to a call of a suspicious man acting aggressively in the area of the 12000 block of Natures Bend in Northeast Austin. Police were dispatched at 9:57 a.m. and an officer found a naked man in the street, Manley said.

Neither the officer who fired his weapon nor the man were immediately identified. However, Manley said the officer has been with Austin Police Department for more than 10 years and was placed on administrative leave, as is standard procedure for officers involved in fatal use of force.

Dashboard camera footage caught a portion of the incident, but the shooting occurred out of frame, Manley said. Audio from that footage recorded the officer ordering the victim to stop repeatedly after he charged at the officer, Manley said.

Last week a judge reversed 158 drug convictions relating to seven Philadelphia officers accused of corruption, bringing the total amount of conviction reversals relating to the officers to about 560, public defender Bradley S. Bridge told the Philadelphia Inquirer. It’s “the largest such dismissal in one day in city history,” reported the Inquirer.

Six of the officers were acquitted at a federal trial in May, but one officer pled guilty and testified against his former colleagues at trial.

The Defender Association of Philadelphia and the district attorney’s office will continue their investigation of arrests made by the seven officers, who are accused of planting evidence, doctoring paperwork, and beating and robbing suspects.

Common Pleas Court Judge Sheila Woods-Skipper said that she expects another 40 convictions will be reversed at a hearing in October, and that she has only reviewed 40 percent of the cases brought by the seven officers.
