I do a boys trip to Phoenix every year in April but we don't spend a lot of time at restaurants. Popcorn doesn't count at Bourbon street I don't think.
We tried booking some places for Superbowl weekend and low and behold the two places we tried were booked up. Mastro's and Tommy B's were booked. Something in Scottsdale or close by would be preferred that would be a good couples type restaurant.

Cowboy Ciao, is an awesome restaurant in Scottsdale. Really good food. The Chopped Stetson Salad is great. There's a very cool winebar called Kazimierz Wine Bar right next door. Fantastic live music and awesome atmosphere.
House of Tricks is in Tempe close to ASU and right by Mill. Super cool atmosphere. It's literally an old house and yard turned into a restaurant. Also very good food.
If you like Mexican food then Matta's is an excellent choice. It's in Mesa though.
If you have a car then all of these are close to freeways and within a pretty short drive of each other.
If you like sushi then the best place is more out of the way. It is Temari and it is unbelievably good. Check out the reviews and make sure to order the Primo roll.
