When you do a Mexican BR, where do you position your head and eyes? I attempted some this weekend with my head straight down and eyes between my feet and felt like I was rotating rail over rail. I have heard you should turn your head slightly and look between your leading knee and handle.

Rail over rail is a Mexiroll. Nose over tail would be a normal back roll. I think you're asking how to do a mexiroll, but it sounds like you are already doing one. Can you already do a regular backroll?

If you don't have a regular backroll down, work on those. If you try the mexican it will probably look wonky.

So head looking down on a Mexi and head looking over lead shoulder on a progressive?

I tried the progressive but was getting so many different instructions that it didn't make sense. Ear on shoulder, cartwheel, board out the back, hips to the sky, etc... It was information overload and I couldn't visualize it. So I tried the Mexi by simply looking down and it sort of clicked. I didn't land it (let go of handle) but at least got the pop and rotation.

When I get lazy I duck my head on the backrolls and go a little mexican with them. All the things you were told about the regular backroll still hold true for the mexican. With the mexican you duck your head as well as doing the rest.

Generally you just lean toward your tail as your coming up the wake. Keep the handle in and go from there. Some people need extra visuals to help them with some of the specifics but if it's information overload I would just try to visualize it and then execute. If you want to duck your head it's fine, but you can't forget the rest of the fundamentals. It's just a different version of the same trick.
